China's Export Controls: Dual Use Codes

China is set to introduce the Chinese version of dual-use classification numbers/rating. Find out more.


The Chinese equivalent of the "ECCN" (Export Control Classification Number) consists of five digits, each representing a specific classification:

 

  • 1st Digit: Industry Category

    • 1: Special materials, related equipment, chemicals, biological substances, and toxins

    • 2: Material processing

    • 3: Electronics

    • 4: Computers

    • 5: Telecommunications and information security

    • 6: Sensors and lasers

    • 7: Navigation and avionics

    • 8: Vessels (Marine)

    • 9: Aerospace and propulsion

    • 0: Other items

 

  • 2nd Digit: Item Type

    • A: Systems, equipment, and components

    • B: Test, inspection, and production equipment

    • C: Materials

    • D: Software

    • E: Technology

 

  • 3rd Digit: Reason for Control

    • 0: Conventional weapons-related

    • 1: Delivery vehicles for weapons of mass destruction (WMD) related

    • 2: Nuclear non-proliferation related

    • 3: Chemical and biological weapons related

    • 4: Controlled chemicals

    • 5: Temporary control

    • 9: Other national security factors

 

  • 4th and 5th Digits: Used for series identification.
