1. Individual Listings: Who is Affected?

The EU has added 106 new listings, including individuals and entities linked to Russia’s military and industrial complex. This includes those operating Putin’s "shadow fleet"—a network of vessels used to bypass oil sanctions—as well as actors involved in propaganda and financial networks supporting the war effort.

The 16th package of EU sanctions targets 48 individuals and 35 entities, placing them under an asset freeze and prohibiting EU operators from making funds or resources available to them. These listings cover several key sectors of the Russian state, including the military-industrial complex, crypto asset exchanges, maritime activities, and sanctions circumvention. It particularly focuses on those involved in the Russian military, those aiding in sanctions evasion, and entities involved in unsafe oil tanker operations.
