NI: XI EORI in GVMS

HMRC's GVMS now accepts XI EORI numbers for EIDR movements. Learn what you need to know and do in this blog entry.

HMRC informs us that they are rolling out updates affecting certain traders moving goods between Great Britain and Northern Ireland. The Goods Vehicle Movement Service (GVMS) now accepts the use of an XI EORI number in the Entry in Declarant’s Records (EIDR) field. This blog will guide you through what these changes mean and how you can prepare if you affected.

Background

From August 5 to August 12, 2024, HMRC will be issuing communications to 13,346 traders. These notifications will inform businesses about the new requirement to use their XI EORI number in the GVMS for EIDR movements. These updates aim to streamline the customs process and ensure compliance.

Key Changes

  • New GVMS Requirement: Businesses with an XI EORI and a valid EIDR authorization must now use their XI EORI in GVMS to generate the Goods Movement Reference (GMR) number when moving goods from Great Britain to Northern Ireland.

  • Notification Scope: Only traders who make EIDR movements between Great Britain and Northern Ireland using GVMS will receive these communications. Others need not take any action.

Detailed Instructions

  • For Authorized Traders:

  • Use your GB EORI to log into GVMS.

  • Generate the GMR using your XI EORI linked to your EIDR authorization.

  • For Third-Party Handlers:

  • Inform hauliers or third parties moving goods on your behalf of the XI EORI number associated with the EIDR authorization.

What is an EIDR Movement?

An EIDR movement involves declaring goods by entering them into your records and providing other details to customs. This method is authorized for traders with EIDR approval. More information can be found here: https://www.gov.uk/guidance/making-an-import-declaration-in-your-records

Using the Trader Support Service

Traders utilizing the Trader Support Service (TSS) will continue with the current process. TSS will confirm the EORI number to use when submitting pre-movement information, which should be entered into GVMS to generate the GMR.

Conclusion

The recent changes to GVMS are designed to enhance the efficiency of trade between Great Britain and Northern Ireland. It's essential for businesses to understand and implement these updates to maintain smooth operations.
