The revised PEM Convention simplifies rules of origin for 25 Contracting Parties, modernising trade within the Euro-Med region.
The Pan-Euro-Mediterranean (PEM) Convention on preferential rules of origin has been a cornerstone of trade in the Euro-Med region since 2012. It provides a harmonised system of origin rules and cumulation for 25 Contracting Parties, including the EU, EFTA states, and countries from the Barcelona Process and EU Stabilisation and Association Process. These rules facilitate trade, encourage regional supply chain integration, and simplify customs procedures.
A major revision of the PEM Convention entered into force on 1 January 2025, introducing simplified and modernised rules of origin. However, a transitional period until 31 December 2025 allows businesses to choose between the original 2012 rules and the revised 2025 rules.
From 1 January 2026, only the revised rules will apply.
