This week’s edition of The Customs Watch EU & UK brings critical updates across various sectors, from trade tariffs to customs procedures, impacting businesses in the European Union and the United Kingdom.
Let’s start with the EU:
Big news regarding two significant leaks this week from Brussels:
A leaked EU bill indicates Brussels is planning substantial reductions in its green regulations, aiming to lessen the regulatory burden on businesses.
The second is the leaked EU CBAM Draft Proposal: A leaked EU draft proposal suggests delaying CBAM certificate purchases to 2027, exempting small importers, raising penalties for non-compliance, and adjusting reporting rules—we break down the key changes and their impact in this edition of the Customs Watch EU & UK. 🔎
Next, we have more information on the EU Import Control System 2 (ICS2), which will mandate pre-arrival security requirements for rail and road transportation, effective 1 April 2025. It is time for everyone in rail and road to get ready NOW. We have details.

Over to the UK:
Last week, the webinars were held on the mandatory envelope system, ELO, which will go live in April and affect all movements from the UK to France and France to the UK. We have the slides for you to download in French and English.
We cover updates on the Northern Ireland Retail Movement Scheme (NIRMS), including registering and sealing consignments, new labelling requirements for products moving from Great Britain to Northern Ireland, and updated commodity codes for exempt products under Phase 3. Many changes are coming up, and you need to be aware of them, especially when dealing with food.
Guidance on GOV. UK (e.g. ENS on trailers and UK Customs Warehouse) and codes (e.g. CDS) were also updated, and a new one using a special procedure without prior authorisation was created. As usual, we have details for you.
