When and Where to Submit a Safety and Security Entry Summary Declaration (S&S ENS)?

Understanding when and where to submit a  Safety and Security entry summary declaration  (S&S ENS) is the foundation of adequate customs clearance.


When transporting goods into:

  • Great Britain (England, Scotland, and Wales)

  • Northern Ireland from Great Britain

  • Northern Ireland from outside the EU


The ENS must be submitted before the goods arrive at the border. This ensures that all safety and security information is thoroughly assessed, mitigating potential risks.

What Goods are exempt from requiring a Safety and Security Entry Summary Declaration (S&S ENS)?

You do not need to make a Safety and Security Entry Summary Declaration (S&S ENS) if you are:

  • Bringing or receiving goods into Northern Ireland from an EU country.

  • Moving qualifying Northern Ireland goods to Great Britain.

  • Importing goods to Great Britain from the EU or other countries when an ENS was not previously required.


Additionally, certain types of goods are exempt, including:

  • Electrical energy

  • Goods entering by pipeline

  • Letters, postcards, and printed material, including those on electronic media

  • Traveller’s personal luggage

  • Goods declared to customs orally

How to Correctly Submit and Amend a Safety and Security Entry Summary Declaration (S&S ENS)


Submitting and amending yourr Safety and Security Entry Summary Declaration (S&S ENS) correctly is essential to maintaining compliance and avoiding penalties.


Submission Process:


  1. Register for either the S&S GB service or ICS NI, or let us file the declarationn for you. We are fully registered and have access to the necessary systems

  2. Provide the required information:

    • Goods description or commodity code

    • Consignor and consignee details

    • Type, amount, and packaging of goods

    • Mode of transport at the border

    • Onward journey details


Amending Your Declaration: If there are changes to your goods or transport details, you can amend your ENS up until the point of arrival at the UK border. Remember, the initial submission sets the time limits, so amendments do not reset these deadlines.

Don’t wait until the last minute! Amendments must be made promptly to ensure compliance and prevent disruptions in your supply chain.
